The Establishment Department is the Human Resource Department of the Civil Service. It is under the direction and control of the Minister of Labour, Public Administration and Empowerment and is managed by the Chief Establishment Officer who is the Head of the Department. Responsibility falling under the purview of this department includes:
The management of Civil Servants in accordance with the Civil Service Act and Regulations.
Implementation of Public Service Commission decisions relating to all personnel matters concerning Civil Servants.
Maintaining Industrial relationships with Civil Service Associations. Overseeing the Public Sector Board of Appeal, Police Service Commission and the Public Service Commission staff.
Overseeing the Public Sector Transformation Unit.
